Doug Porter

Doug has worked in the Pacific region since 2007, when he spent 18 months based in Timor Leste working on public finance in the aftermath of the 2006 conflict and the surge in oil revenue. His earlier long term assignments included Uganda, Cambodia, Pakistan, Vietnam and the Philippines, where he designed and managed multilateral bank engagements in fiscal decentralisation, access to justice and governance reforms.

Since 2009, his work has focused on justice/conflict in the oil states of Nigeria, Solomon Islands and more recently PNG. Doug contributed to the WDR 2011 ‘security, conflict and development’, and to the WDR 2017 ‘law and governance’. He is currently consultant to the World Bank, contributing to the Justice for the Poor program, and Adjunct Professor, State, Society and Governance in Melanesia program at the Australian National University.
